In plain words
In the beginning, this universe was the Self alone. If the wise person is liberated from the animal-like bondage of duties, what compels this helpless individual to act within the sphere of worldly bondage, rather than resting in the freedom of knowledge? It is said that the deities protect—indeed, they protect only those who operate within their own ritual domain, lest unearned results occur or earned merit be lost, but not an ordinary person who lacks such qualification. Therefore, there must be an underlying force that drives the soul away from its true inner home into external pursuits.

The Self indeed was this in the beginning... If the knowing one is released from that animal state consisting of duty-bondage, by what is this one caused to act helplessly in the sphere of action-bondage, and not again in the domain of knowledge as the means of liberation? It was said that the gods protect—truly, they protect only those mounted on their own sphere of action, otherwise there would be the contingency of experiencing unearned results and losing earned ones, but not any ordinary person unmounted on special authority; therefore there must be that by which, being impelled, he helplessly becomes outward-turned from his own realm.
