In plain words
Now follows the teaching concerning the Self: the Self alone is below, the Self is above, the Self is behind, the Self is in front, the Self is to the south, the Self is to the north—the Self indeed is all this. Verily, he who sees thus, reflects thus, and knows thus—finding his delight in the Self, his sport in the Self, his union in the Self, and his joy in the Self—becomes a sovereign unto himself. Freedom of movement is his in all the worlds. But those who know otherwise are ruled by others and dwell in perishable worlds; they find no freedom in any of the worlds.

Now therefore the instruction of the Self: the Self alone below, the Self above, the Self behind, the Self in front, the Self to the south, the Self to the north, the Self indeed all this. Now therefore he who thus sees, thus reflects, thus knows, who delights in the Self, sports in the Self, mates in the Self, rejoices in the Self, he becomes self-ruler, for him there is freedom of movement in all worlds. But those who know otherwise than this, they have other rulers, they become perishable worlds, for them there is no freedom of movement in all worlds.
