In plain words
That being the case, those who realize the world of Brahman through celibacy—renouncing all sensual craving and following the instructions of scripture and teacher—bring that realization directly into their own experience. This world belongs exclusively to those knowers of Brahman who practice such disciplined continence, and not to others whose minds are entangled in sensual desires, even if they claim knowledge of Brahman. For them, freedom across all worlds is already declared. Therefore, celibacy is the supreme instrument for those who seek Brahman.

That being so, those who discover the aforesaid world of Brahman through celibacy—by abandoning the thirst for sense-objects regarding women and through the instruction of scriptures and the teacher—bring it into direct experience within themselves; for those knowers of Brahman equipped with the means of celibacy alone is this world of Brahman, and not for others even if they are knowers of Brahman whose thirst has arisen from contact with sense-objects, is the meaning. For them there is freedom of movement in all worlds, as has been stated. Therefore, this celibacy is the supreme means for knowers of Brahman, this is the intent.
