Bhashya
तत् तत्र तेष्वनुशायिनां ये इह लोके रमणीयं शोभनं चरणं शीलं येषां ते रमणीयचरणेनोपलक्षितः शोभनोऽनुशयः पुण्यं कर्म येषां ते—रमणीयचरणाः उच्यन्ते ; क्रौर्यानृतमायावर्जितानां हि शक्य उपलक्षयितुं शुभानुशयसद्भावः ; तेनानुशयेन पुण्येन कर्मणा चन्द्रमण्डले भुक्तशेषेण अभ्याशो ह क्षिप्रमेव, यदिति क्रियाविशेषणम्, ते रमणीयां क्रौर्यादिवर्जितां योनिमापद्येरन् प्राप्नुयुः ब्राह्मणयोनिं वा क्षत्रिययोनिं वा वैश्ययोनिं वा स्वकर्मानुरूपेण ।अथ पुनर्ये तद्विपरीताः कपूयचरणोपलक्षितकर्माणः अशुभानुशया अभ्याशो ह यत्ते कपूयां यथाकर्म योनिमापद्येरन् कपूयामेव धर्मसम्बन्धवर्जितां जुगुप्सितां योनिमापद्येरन् श्वयोनिं वा सूकरयोनिं वा चण्डालयोनिं वा स्वकर्मानुरूपेणैव ॥
In plain words
Among those souls with remaining karma, those who have practiced good and pure conduct in this world—whose virtuous residue is clearly seen because they are free from cruelty, falsehood, and deceit—quickly attain an auspicious birth, entering a brahmin, kshatriya, or vaishya womb according to their deeds, once their merit in the lunar realm is exhausted. But those of the opposite character, marked by foul conduct and bad residual karma, enter despicable wombs completely devoid of righteousness, becoming dogs, pigs, or outcastes, strictly in accordance with their own actions.
Close to the Sanskrit
There among those having residual karma, those whose conduct and disposition in this world is delightful and good—whose good residual karma is marked by delightful conduct—are called those of delightful conduct. For the existence of good residual karma is capable of being observed in those who are free from cruelty, falsehood, and deceit. By that meritorious action remaining enjoyed in the lunar sphere, very quickly—'yat' being an adverb—they would attain a delightful womb free from cruelty, a brahmin womb or a kshatriya womb or a vaishya womb, according to their own action. Now again, those who are contrary to that, whose actions are marked by foul conduct, having inauspicious residual karma, the likelihood indeed is that they according to action might attain a foul womb, exclusively a foul womb devoid of connection to righteousness and despised, a dog womb or a pig womb or a chandala womb, strictly according to their own action.
