Bhashya
यस्माच्च एवमात्मनः सद्रूपतामज्ञात्वैव सत्संपद्यन्ते, अतःते इह लोके यत्कर्मनिमित्तां यां यां जातिं प्रतिपन्ना आसुःव्याघ्रादीनाम्—व्याघ्रोऽहं सिंहोऽहमित्येवम् , ते तत्कर्मज्ञा-नवासनाङ्किताः सन्तः सत्प्रविष्टा अपि तद्भावेनैव पुनराभवन्तिपुनः सत आगत्य व्याघ्रो वा सिंहो वा वृको वा वराहोवा कीटो वा पतङ्गो वा दंशो वा मशको वा यद्यत्पूर्वमिह लोके भवन्ति बभूवुरित्यर्थः, तदेव पुनरागत्य भवन्ति ।युगसहस्रकोट्यन्तरितापि संसारिणः जन्तोः या पुरा भाविता वासना, सा न नश्यतीत्यर्थः ।'यथाप्रज्ञं हि संभवाः' इति श्रुत्यन्तरात् ॥
In plain words
And because people merge into pure existence without realizing that their true nature is that very existence, they carry the seeds of their past actions into their sleep or death. Imbued with the deep mental impressions of their prior lives—thinking 'I am a tiger, I am a lion'—they emerge from the state of pure existence when they wake or are reborn, returning precisely to the forms they had before: a tiger, a lion, a wolf, a boar, an insect, a moth, a horsefly, a mosquito, or whatever else they were in this world. The meaning is that even when separated by thousands of millions of years, the deep-seated tendencies of a transmigrating soul are never lost. As another scriptural text confirms: 'Births occur according to one's awareness.'

And because, without knowing the true nature of the Self as existence itself, they merge into existence, therefore, in this world, whatever birth they had attained caused by their actions—such as tigers and others, thinking 'I am a tiger, I am a lion'—they, being marked by the impressions of those actions and knowledge, even though having entered existence, emerge again according to that very state. Coming forth again from the Existent, they become a tiger, or a lion, or a wolf, or a boar, or an insect, or a moth, or a horsefly, or a mosquito—whatever they were previously in this world, that they become again upon returning. The meaning is that even when separated by thousands of crores of aeons, the latent impression cultivated in the past by a transmigrating creature is never destroyed. Because of another scriptural text: 'Births take place according to one's knowledge.'
