स यस्तु नाम ब्रह्मेत्युपास्ते, तस्य यत्फलं भवति, तच्छृणु — यावन्नाम्नो गतं नाम्नो गोचरं तत्र तस्मिन् नामविषये अस्य यथाकामचारः कामचरणं राज्ञ इव स्वविषये भवति ।यो नाम ब्रह्मेत्युपास्ते इत्युपसंहारः ।किमस्ति भगवः नाम्नो भूयः अधिकतरं यद्ब्रह्मदृष्ट्यर्हमन्यदित्यभिप्रायः ।सनत्कुमार आह — नाम्नो वाव भूयः अस्त्येवेति ।उक्तः आह — यद्यस्ति तन्मे भगवान्ब्रवीतु इति ॥

In plain words

Speech is indeed greater than name. Speech makes known the Rigveda, Yajurveda, Samaveda, Atharvaveda, history and ancient lore, and all the sciences, alongside heaven, earth, air, space, water, fire, gods, men, animals, birds, grasses, trees, and every creature down to the tiny ant. Righteousness and unrighteousness, truth and falsehood, good and bad, what delights the heart and what does not—all of these speech makes known. If there were no speech, none of these distinctions would be known. Speech alone makes all this known. Meditate on speech as brahman.

Speech makes known the Rigveda, the Yajurveda, the Samaveda, the fourth Atharvaveda, history and mythology as the fifth, the Veda of Vedas, ancestral rites, mathematics, divine science, treasury science, logic, ethics, science of gods, science of brahman, science of beings, science of kshatriyas, science of serpents and divine beings, heaven and earth, air and space, waters and fire, gods and men, animals and birds, grasses and trees, beasts of prey, down to worms, insects, and ants, righteousness and unrighteousness, truth and falsehood, good and bad, what is pleasing to the heart and what is displeasing. For if speech had not been, neither righteousness nor unrighteousness would be made known, neither truth nor falsehood, neither good nor bad, neither what is pleasing to the heart nor what is displeasing. Speech indeed makes all this known. Meditate on speech.
