Bhashya
तानि ह वा एतानि मनआदीनि, संकल्पैकायनानि संकल्पः एको अयनं गमनं प्रलयः येषां तानि संकल्पैकायनानि, संकल्पात्मकानि उत्पत्तौ, संकल्पे प्रतिष्ठितानि स्थितौ ।समक्लृपतां संकल्पं कृतवत्याविव हि द्यौश्च पृथिवी च द्यावापृथिवी, द्यावापृथिव्यौ निश्चले लक्ष्येते ।तथा समकल्पेतां वायुश्चाकाशं च एतावपि संकल्पं कृतवन्ताविव ।तथा समकल्पन्त आपश्च तेजश्च, स्वेन रूपेण निश्चलानि लक्ष्यन्ते ।यतस्तेषां द्यावापृथिव्यादीनां संक्लृप्त्यै संकल्पनिमित्तं वर्षं संकल्पते समर्थीभवति ।तथा वर्षस्य संक्लृप्त्यै संकल्पनिमित्तम् अन्नं संकल्पते ।वृष्टेर्हि अन्नं भवति ।अन्नस्य संक्लृप्त्यै प्राणाः संकल्पन्ते ।अन्नमया हि प्राणाः अन्नोपष्टम्भकाः ।'अन्नं दाम' इति हि श्रुतिः ।तेषां संक्लृप्त्यै मन्त्राः संकल्पन्ते ।प्राणवान्हि मन्त्रानधीते नाबलः ।मन्त्राणां हि संक्लृप्त्यै कर्माणि अग्निहोत्रादीनि संकल्पन्ते अनुष्ठीयमानानि मन्त्रप्रकाशितानि समर्थीभवन्ति फलाय ।ततो लोकः फलं संकल्पते कर्मकर्तृसमवायितया समर्थीभवतीत्यर्थः ।लोकस्य संक्लृप्त्यै सर्वं जगत् संकल्पते स्वरूपावैकल्याय ।एतद्धीदं सर्वं जगत् यत्फलावसानं तत्सर्वं संकल्पमूलम् ।अतः विशिष्टः स एष संकल्पः ।अतः संकल्पमुपास्स्व-इत्युक्त्वा फलमाह तदुपासकस्य ॥
In plain words
All these inner faculties, beginning with the mind, find their single point of rest in resolve. Resolve is their origin, their support, and the place where they dissolve. Even the vast cosmos behaves as if held together by a quiet, deep resolve: heaven and earth stand firm as if by choice; wind and space remain steady; water and fire hold their natural places. Because of this underlying order, rain falls in its season, which in turn allows food to grow. Sustained by food, the vital breaths find their strength; and with that strength, the sacred mantras are chanted. Guided by these mantras, rituals are performed to yield their fruits, and through these actions, the orderly worlds are maintained in their integrity. This entire universe, with all its unfolding experiences, is rooted in resolve. Knowing this pre-eminence, the scripture commands: 'Meditate on resolve.' And having said this, it reveals the reward that awaits the one who so meditates.

Indeed, those very faculties beginning with the mind have resolve as their sole point of convergence; resolve is the one path, the going, the dissolution of them—those are 'having resolve as their sole point of convergence'; they are constituted of resolve at their origin, and established in resolve during their existence. Indeed, heaven and earth, as if having made a resolve, became firm; heaven and earth are observed to be motionless. Likewise, wind and space also, as if having made a resolve, became firm. Likewise, water and fire, in their own forms, are observed to be motionless. Because of the fitness of those beginning with heaven and earth, rain, which has resolve as its cause, becomes capable. Likewise, for the fitness of rain, food, which has resolve as its cause, becomes capable; indeed, from rain food arises. For the fitness of food, the vital breaths become capable; indeed, the vital breaths are made of food and have food as their support; for 'food is the tether' is the scripture. For their fitness, the mantras become capable; indeed, one possessing life force studies the mantras, not one who is weak. For the fitness of the mantras, actions beginning with the Agnihotra, being performed and illuminated by the mantras, become capable of producing fruit. From that, the world, as the fruit, becomes capable, by being coinherent in the action and the agent—this is the meaning. For the fitness of the world, the entire universe becomes capable, for the non-deficiency of its own nature. Indeed, this entire universe which culminates in fruits is all rooted in resolve. Therefore, that this resolve is superior. Therefore, 'meditate on resolve'—having said this, the scripture states the fruit of its meditator.
