In plain words
Whichever region or object he longs for—even extending beyond what has been specified—that goal to be reached and that desired object arise for him through resolve alone. Fulfilled by the absence of any obstruction to his will and by the attainment of his intended purpose, he rejoices. This is the settled meaning.
Close to the Sanskrit
Whichever end region he longs for, and whichever desire he desires even beyond what was stated, that goal sought to be attained and the desire from resolve alone arises for him. By that, through unobstructed desire and attainment of the intended object fulfilled he rejoices, thus the meaning is stated.
