तत् तत्रैव साध्वसाधुविवेककरणे उताप्याहु —साम्ना एन राजान सामन्त च उपागात् उपगतवान्, कोऽसौ ? यत असाधुत्वप्राप्त्याशङ्का स इत्यभिप्राय , शोभनाभिप्रायेण साधुना एनमुपागात् इत्येव तत् तत्र आहु लौकिका बन्धनाद्यसाधुकार्यमपश्यन्त ।यत्र पुनर्विपर्ययेण बन्धनाद्यसाधुकार्य पश्यन्ति, तत्र असाम्ना एनमुपागादिति असाधुनैनमुपागादित्येव तदाहु ॥

In plain words

In that very context of distinguishing the proper from the improper, people further declare: 'He approached the king and the neighboring chieftain with a peaceful sāman.' Who is he? The intent is that, suspecting no wrong, he approached them with a benevolent and righteous mind; seeing no harsh actions like binding, ordinary people say this. But where they do see such harsh actions, they say: 'He approached without a sāman; he came unrighteously.'

Close to the Sanskrit

That right there in the making of discrimination between good and not-good, moreover they also said: He approached the king and the neighboring chieftain with a sāman — who is this, from whom there is an apprehension of unrighteousness? This is the intention: with a benevolent purpose, in a righteous manner he approached him, thus indeed they said there, ordinary people not seeing unrighteous-action such as binding. Where again by contrast they see unrighteous-action such as binding, there they said: He approached him without a sāman, he approached him unrighteously.
