In plain words
She is the ultimate refuge, sought and realized by four classes of devoted seekers. As both the divine Swan and the path of realization, She is the supreme reality. Her movement is as graceful as the swan that carries Brahmā. Alternatively, 'haṃsa' refers to Her anklets, and 'gati' to Her lotus feet, which are beautifully adorned by them. In another sense, 'haṃsa' represents the desireless, pure-minded sages who discern the eternal from the transient; She is the ultimate truth they directly experience. She is the very essence of liberation and supreme bliss felt by those who are free even while living. Salutations to Her who is the movement of the swan. She is radiant with golden ornaments, illuminating the entire golden universe as if it were Her own jewel, giving it existence and light. Salutations to Her who is radiant with golden ornaments.

To be attained. She is reached, obtained, or resorted to as a refuge by four kinds of devotees, hence She is 'gatiḥ' (the path/goal). Since She is both the Swan (haṃsaḥ) and the Path (gatiḥ), it is an appositional compound, according to the Vedic text 'The swan dwelling in the pure'. Or perhaps, Her gait is like the movement of the swan, the vehicle of Brahmā. Or else, by the word 'haṃsa', which is a part of the name, the anklet is meant; that by which one walks is 'gatiḥ', the foot; She whose two lotus feet are adorned with swans (anklets) is thus named. Or, by the word 'haṃsa' are meant the desireless wandering ascetics of the fourth order of life, who are capable of discriminating between the eternal and the transient, the essential and the non-essential, the inert and the conscious, and who wander from village to village; Her path is known or directly realized by them, according to the Vedic texts. She is the very nature of the supreme bliss of liberation experienced by those liberated while living. Salutations to Her who is the movement of the swan. Radiant with golden ornaments: She is adorned and illuminated by ornaments made of gold. Or, She is the illuminator, giving existence and manifestation to the golden cosmic egg like an ornament. Or, She shines with auspicious ornaments...
