In plain words
Wherever an abode is fitting, there Her divine form or thought abides. Impartial and free from any favoritism, She presides over karma to distribute every fruit accordingly. Free from the physical alterations of childhood and old age, unchanging and ever-youthful, is Her form. Scripture and tradition affirm her constant presence: 'One attains supreme devotion to Me, the thumb-sized inner spirit ever seated in the hearts of all beings.' Salutation to the balanced and equal form. She is the architect of the entire manifest universe. Because all existence springs from her as samsara and culminates in liberation, encompassing past, future, and present, every word in creation points to her. The universe is that which unfolds, expands, and appears—as scripture declares, 'He who makes the one seed manifold.' She is its creator; creation is simply the manifestation of her latent power, just as agency is figuratively attributed to Devadatta when he cooks. Salutation to the creatrix of all worlds. She who stands utterly without equal or superior, untouched by any measure of birth, character, lineage, or quality. As scripture proclaims: 'There is no image of Him; Rudra, the great seer, transcends the universe,' 'The great soul exercises universal sovereignty,' 'One alone without a second,' and 'None is equal to Thee, nor superior—how could there be another in the three worlds?' This is the true import of all sacred lore.

In those respective places, suitable as an abode is Her form or thought. By presiding over karma, in bestowing various respective fruits, impartial, free from favoritism is Her form. Equal, free from state modifications like childhood and old age, of one form, possessing eternal youth is Her form. 'My devotion in all beings obtains the supreme; thumb-sized person, inner soul, ever seated in the heart of beings' - from memory and scripture, her uniformity is understood, thus is the intent. Salutation to the form of equality. The creator of the entire universe. Because of being the place of samsara, and by the permanence of liberation, and through past, future, and present movement, the expressibility by all words belongs to the universe. That which is expanded, spread, and appears is the universe: 'He who makes one seed manifold' - from scripture. Her creator-nature: creation is manifestation; by being the instrumental cause, respective agency is figuratively attributed, like Devadatta cooks. Salutation to the creator of the entire universe. Devoid of equal and superior. Free from comparable status, higher status, or superior status by character, disposition, lineage, quality, etc. 'There is no image of Him, Rudra is greater than the universe, the great sage' - from scripture; 'He exercises universal lordship, the great soul', 'One only without a second', 'No one is equal to Thee or superior, how could there be another in the three worlds' - from such scripture and tradition, this is the meaning. From this perspective, equal and worshipful...
