In plain words
Sun, moon, lightning—their whole strung-out web of brilliance plays on one ground, and that ground is what I am. In it there is no inner seam, no division of any kind. The entire universe amounts to a single quarter of it. Every Śakti—every power at work anywhere—shines out of it. That, precisely that, I am.
Close to the Sanskrit
That which is the seat of the play of the garlanded web of the radiance of sun, moon, and lightning; that which is devoid of internal difference and the rest; of which the entire world would be but a quarter; from which comes Śakti-bhāna—the shining of every power—that alone I am.
