मताः’ इति ।ते अप्रमादात् स्वाभाविकब्रह्मात्मना अवस्थानात् ब्रह्मभूताः निवृत्तमिथ्याज्ञानतत्कार्याः ब्रह्मैव संवृत्ता इत्यर्थः ॥
In plain words
'Regarded' — that is the word. Because they never lapsed, because they stayed as what they are by nature, the Self that is Brahman, they have become Brahman: the false knowing has ended, and everything it produced has ended with it. Brahman alone is what they have become — that is the sense of it.

'matāḥ' — thus. They, from non-heedlessness, from abiding as the self that is by nature Brahman, are brahma-bhūtāḥ, those in whom false knowledge and its effects have ceased; they have become Brahman alone — this is the meaning.
