कठवल्लीषु—‘कस्तं मदामदं देवं मदन्यो ज्ञातुमर्हति’ इति ।किञ्च, पितृलोके राज्यमनुशास्ति देवः ।कथमनुशास्ति ? शिवः सुखप्रदः शिवानां पुण्यकर्मणाम्, अशिवः असुखप्रदः अशिवानां पापकर्मणाम् ॥
In plain words
The Kaṭha-vallīs say: "Who but I could know that god, elated and unelated at once?" And there is more: in the world of the ancestors, that god holds the kingdom. How does he hold it? Kindly — a giver of happiness — to the kindly, whose deeds are good; harsh — a giver of sorrow — to the harsh, whose deeds are cruel.
