In plain words

One whose sense indulgence grows by harming others like poison is the consumer of pleasures. Alternatively, one who thrives on malice. The regretful giver is one who gives wealth with good intentions but later burns with remorse. The miser is one who endures every humiliation for a tiny gain. The weakling lacks spiritual strength. The sense-boaster glorifies his impulses. And one who hates his devoted wife—these seven are additional cruel vices, distinct from anger and the rest.

Close to the Sanskrit

In enjoyment, whose growth of sense enjoyment takes place, he is the enjoyer, growing by causing trouble to others like poison, or else there is another reading, growing through hatred... These other seven cruel forms are apart from the previously mentioned anger and others.
