यस्तु एतेभ्यः पूर्वोक्तेभ्यः अप्रवसेत् प्रवासं न करोति तैरेव समन्वितो भवेत्, स सर्वामिमां पृथिवीं प्रशिष्यात् प्रशास्ति आत्मवश्यां करोति ।य एतेषां मध्ये त्रिभिर्द्वाभ्याम् एकतः एकस्मात् वा अविमुक्ताः, एतेषामन्यतमेनापि समन्वितास्ते एते क्रमेण विशिष्टा ज्ञानिनो भूत्वा मौनभूताः ब्रह्मभूता भवन्ति ॥
In plain words
Whoever does not stray from these preceding virtues, but remains completely united with them, rules this entire earth, bringing it under the control of his own self. And those who are never separated from three, two, or even one of these qualities—holding fast to any single one among them—step by step grow in wisdom, attain the state of the silent sage, and realize themselves as Brahman.

Whoever does not depart from these previously mentioned ones, and remains endowed with them alone, he rules this entire earth—he brings it under the power of his self. Those who are not separated from three, two, or one among these, being endowed with any one of them, these progressively becoming distinguished knowers, become silent and become Brahman.
