सत्यसंकल्पादयो न सिध्यन्तीत्यर्थः ।ततः कर्म यज्ञादिकं प्रतायेत विस्तृतं भवेत् ।तदेतत्सर्वं सत्यस्य सत्यादिलक्षणस्य ब्रह्मणः अनवधारणात् अनवगमात् आत्माज्ञाननिमित्तत्वात् संसारस्य यावत्परमात्मानमात्मत्वेन साक्षान्न विजानाति, तावदयं तापत्रयाभिभूतो मकरादिभिरिव रागादिभिरितस्ततः समाकृष्यमाणो मोमुह्यमानोऽसत्यसंकल्पः स्वर्गपश्वन्नादिहेयसाधनेषु वर्तत इत्यर्थः ॥

The truth-resolve and other divine attributes are not accomplished—this is the meaning. Consequently, ritual action such as sacrifice multiplies and expands. All of this happens because brahman, whose very nature is reality, is not ascertained or understood, owing entirely to ignorance of the self. Until a person directly realizes the supreme self as his own true nature, he remains crushed by the threefold miseries, tossed helplessly hither and thither by the sea-monsters of desire and delusion. Driven by false desires, he fritters away his life seeking transient ends like heaven, cattle, and food.

Truth-resolves and the like are not accomplished, this is the meaning. Thence action, sacrifice and the like, would be spread out, extended. All this is from the non-ascertainment, from the non-comprehension, of the brahman whose characteristic is truth, because of being caused by self-ignorance. As long as one does not directly know the supreme self as the self, so long this one, overwhelmed by the threefold miseries, being dragged hither and thither by passions like sea-monsters, being utterly deluded, of false resolve, abides in transient means like heaven, cattle, and food, this is the meaning.
