In plain words

Liberation comes about when the mind has gone clear — and no other way. And the root of that clarity is one thing only: holding every sense in check. Rein the outer senses in properly, and the mind's feeding on outside things comes unyoked from it.

Close to the Sanskrit

When this one's mind has become serene, liberation is accomplished — not otherwise. The root-cause of the mind's serenity is precisely that restraint which is of all the senses. When the external sense-organ is well held in check, enjoyment of external objects is unyoked from the mind.
