In plain words

Breath control does steady the mind and clear it. But that practice comes with conditions attached: face this way, sit in this place, begin at this hour, and so on down the list. Restraint that rests on right seeing has no such conditions — nowhere, in no situation, can it be broken. So let the discerning one shake off sloth and work at restraint in earnest, for the stilling of the mind.

Close to the Sanskrit

From prāṇāyāma there arises steadiness of the mind, and clarity. But of this practice too, one must have regard to a prescribed direction, place, time and the rest. By right seeing — by that seeing — restraint is nowhere at all struck down. Therefore let the discerning one, free of sloth, practise restraint with effort, for the stilling of the mind.
