In plain words
What works from within is stronger than what works from without. So the six that begin with calm — inner, every one of them — the seeker who wants to know must without fail bring into being.
Close to the Sanskrit
Since the inner limb is indeed stronger than the outer limb, therefore the sixfold group beginning with calm, being inner, must necessarily be brought into being by the one who desires to know.
