In plain words

A living being wins a human birth — rarer than rare. Wins, inside it, a man's full powers. And then wins viveka, the discrimination that tells the real from the unreal. If after all that he settles down content in the pleasures of this world — then shame on his birth, that wrong-headed man, the lowest of men.

Close to the Sanskrit

Having obtained the exceedingly hard-to-obtain human birth, and therein also manhood, and thereafter having fully attained the discrimination between the real and the unreal — if the creature should still be one delighting in the pleasures of this world, then shame upon the birth of that wrong-minded man, the lowest of men.
