। ॥ ४२८ ॥
In plain words
Never having known the supreme reality this way, their minds clouded by māyā, they take all of this — being the doer, and everything that follows from it — and lay it onto their own Self, though it belongs entirely to what is other.
Close to the Sanskrit
Not having thus known the supreme reality, those whose minds are bewildered by māyā superimpose upon their own Self this — agency and the rest — whose proper sphere is the other.
