In plain words

He never once looks into what the Self actually is, and so, with his understanding clouded over, he lays all this doing — the entire output of the non-Self — onto his own Self: untouched, pure awareness, doing nothing at all. It is delusion, the way distant clouds set the moon running.

Close to the Sanskrit

Without having investigated the Self's own nature, one whose intellect is deluded superimposes all this effect of the non-Self upon his own Self — which is unattached, consciousness, actionless — through delusion, like the running produced in the moon by distant clouds.
