। ॥ ५५४ ॥
In plain words
Whoever wields the instruments is the doer, and Self-hood belongs to that one alone. The ātman is puruṣa, self-governing and answerable to nothing: never, at any moment, the thing that gets used.
Close to the Sanskrit
He who is the employer of the instruments is the agent; to him alone does Self-hood rightly belong. The Self is the independent puruṣa; never is it something to be employed.
