In plain words
Wanting the universe to grow, and wanting it entirely on his own, he brought forth a race of desire-driven beings to keep everything in motion. And by that very thing the world, utterly bewildered, swells and swells — the way the ocean rises with the moon.
Close to the Sanskrit
Himself desiring the increase of the universe, he created the impelling, desire-filled body of people; by that very thing the world, being thoroughly bewildered, grows — as the ocean too grows by the moon.
