In plain words

An unmanifest pot does not arise from clay unless its potential is already there—try producing it from sand or water instead! It never happens from those, anywhere, under any condition. Therefore, whatever product emerges, its causal nature is already inherent in its source.

Close to the Sanskrit

A pot does not indeed originate if it is non-existent from clay? Let it originate from sand or from water! And it does not happen from those anywhere in any way. Therefore, from whatever source an object arises, its inherent nature is present right there.
