In plain words

Countless wooden puppets, worked by posts and strings, can present music and all the familiar affairs of the world. So too the whole universe, across the realms of Bhūr, Bhuvar and Svar, conducts its life through Sūtrātman—the all-pervading thread-Self—on which every object rests.

Close to the Sanskrit

Countless wooden women are seen at once, moved by posts and strings, presenting music and every other familiar worldly activity. In the same way the great world of Bhūr, Bhuvar and Svar carries on through the all-pervading, ever-new power called Sūtrātman—the thread-Self—on which every object depends.
