In plain words

At your root seat, Mūlādhāra, Samayā performs the gentle Lāsya beside Navātman, the ninefold Śiva, who dances the great Tāṇḍava through all nine Rasas. Moved by compassion to bring creation forth, this mother and father gave birth to a world no longer orphaned.

At your root support, Mūlādhāra, together with Samayā intent on Lāsya, I contemplate Navātman, the ninefold Śiva, as the dancer of the great Tāṇḍava of the nine Rasas. From these two, who out of compassion undertook the act of arising, this world was born, possessed of father and mother.
