In plain words

In Maṇipūra, the navel centre, I worship your deep-blue cloud: Śakti flashes within it as lightning that drives out darkness, while its many jewels form a rainbow. It pours rain over the three worlds, parched beneath Hara's burning sun.

Close to the Sanskrit

I worship an indescribable dark cloud of yours, having Śakti as its lightning, whose flash is the enemy of darkness; its rainbow is formed by the brilliance of many jewelled ornaments. It dwells solely in Maṇipūra and rains upon the three worlds scorched by Hara's sun.
