In plain words
The chiefs of the gods and the chiefs of the asuras come to serve you, and as they bow the mandāra garlands slide from their crowns and drench your foot in flowers. Śambhu, I bow to that lotus foot — the boat across the ocean of Bhava, of birth and death, the foot Bhavānī holds steady in her mind.
Close to the Sanskrit
Anointed by the mandāra-flower garlands from the bowing crowns of the lords of gods and asuras who have come for your service — O Śambhu, I bow to that lotus-foot of yours, the boat across the ocean of Bhava, worldly existence, to be contemplated by Bhavānī.
