In plain words

May the powerful hips of the crescent-crowned Lord bring you to Niḥśreyasa, the highest freedom. His tiger skin spreads like a dew-laden valley of the snowy mountain, the blue king-serpent circling it like a bank of storm-clouds, and that broad expanse becomes Pārvatī’s ground of play.

Close to the Sanskrit

May that exceedingly massive hip-region of the young-crescent-crowned Lord be for your Niḥśreyasa—your highest good. There the tiger hide gleams like the broad valley of the snowy mountain, dense with dew and seemingly encircled by a garland of dark clouds; immensely broad, it is bound with the king-serpent as its girdle-cord and forms the pleasure-ground of the mountain’s daughter.
