। ॥ १३ ॥
In plain words
Here I am, blind, wandering with a stupefied mind through a saṃsāra that has nothing solid in it, nowhere near the worship of you — it is only right that your immense compassion should take me in. Who is more wretched than I am, you who are so expert at rescuing the helpless? And in all three worlds, who but you is my refuge, Paśupati?
Close to the Sanskrit
In this coreless saṃsāra, far from worship of you, wandering with a dull intellect — me, blind — it is fitting that you protect by your supreme compassion. Who other than me is wretched, O you who are exceedingly skilled in the protection of the helpless? Or who other than you is a refuge for me in the three worlds, O Lord of bound creatures?
