। ॥ ८८ ॥
In plain words
O Bhavānī, when one has built a bridge across the ocean, held the king of mountains down in the palm of one's hand, and surpassed even Brahmā in devotion to you—only then is one truly fit to worship and praise Śiva.
Close to the Sanskrit
When the ocean-bridge-builder, he who made the lord of mountains lower than his palm, O Bhavani, surpasses the lotus-born [Brahma] regarding you, then he is capable of worship and praise of Shiva.
