In plain words

His lower lip is crimson, and the smile on it gleams like spilled moonlight. He blazes like ten million suns and moons all rising at once. Brahmā, Rudra and the other gods bow low before him, and the jewels in their crowns throw out flashes of light — that circling light is the ārati offered at his feet.

Close to the Sanskrit

Him whose sheen is the crimson lower lip smiling with gleaming moonlight; whose radiance is that of ten million rising suns and moons; whose feet are worshipped by the lamp-waving of the flashing lustre of the gems in the crowns of bowing Brahmā, Rudra and the rest.
