In plain words

In the circle they call Trailokyamohana, Enchanter of the Three Worlds — Tripurā's own dwelling, ringed with hosts of ornaments flashing light — the Siddhis stand along the three drawn lines, Aṇimā and the rest, and the Mudrās stand there with them. They are called the Manifest Ones, and to them I bow, and go on bowing.

In the cakra renowned indeed as 'Trailokyamohana', the dwelling of Tripurā with its hosts of quivering ornaments — those Siddhis beginning with Aṇimā, and the Mudrās, standing in the three lines, bearing the name 'Prakaṭa' — them I salute continuously.
