In plain words
What is called the intellect's power to reveal is just this: the intellect is itself seen, taking the shapes of colour and the rest. And the Seeing's being a seer is the same kind of thing — it is a pervading, and it happens only when the intellect arises.
Close to the Sanskrit
That very being-a-manifester of this [intellect] is its being-seen in the shapes of colour and the rest; and likewise the being-a-seer of the Seeing would be [mere] pervasion upon the arising of the intellect.
