In plain words
Look at the words "he knows." The ending, that little "-s," points only to a reflection of the Self; the root, "know," points to a movement of the intellect. Two different things. Failing to tell them apart, we run them together and say "he knows" — and the saying is false.
Close to the Sanskrit
But the reflection of the Self is what is denoted by the personal verbal ending (tiṅ), and the meaning of the verbal root is an activity of the intellect; and the two, through non-discrimination, are expressed as 'he knows' — falsely.
