In plain words
Whatever the doer means to reach through his action — that is what tradition calls the object. So the object hangs on the doer, and on nothing else. And whether it comes through words, or through inference, or through any other means of knowing, things get established only for someone who does not already know them. Never otherwise.

And that which is desired to be reached by the agent through the action — that is remembered as the karma (object). Hence dependence on the agent is what is accepted for it, not dependence on anything else. Whether from word, or from inference, or also from a means of knowledge other than these — the establishment of all word-referents would be with reference to one who does not know, not otherwise.
