In plain words

If origination and cessation are denied, and nothing stands apart as genuinely other, then birth is impossible. Since what is real cannot come from nothing, and what is unreal cannot produce being—and since neither action nor agent truly exists—the ultimate reality is unborn.

Close to the Sanskrit

If becoming and non-becoming are not, persistence is not, and otherness of that—thus there is no birth otherwise. For from the non-existence of the existent, and from the existence of the non-existent, and there is no action or causal agent; hence also [it is] unborn.
