In plain words

We bow in perpetual reverence to those two spotless lotus feet of the Lord, upon whose flawless, sacred form—from crown to toe—the devotee meditates within his heart with unflagging joy, continually offering the stories, oblations, hymns, and mantras of Hari into the sacrificial fire of the tongue.

Close to the Sanskrit

From the feet up to the head, this sinless form of Vishnu who holds constantly in his own mind with unbroken inner joy, offering as oblations in the fire of the tongue the stories, offerings, hymns, and mantras of Hari through repeated recitation - to those two pure lotus feet of His we bow down continually.
