In plain words
At the dissolution of the universe, withdrawing all beings and making them weep, He is Rudra. Because He removes or bestows weeping, or because 'ru' means sorrow and the source of pain, He drives it away—thus He is Rudra. As the Linga Purana declares: 'He who drives away ru, which is sorrow and its cause, is the supreme Lord; therefore He is called Rudra, and Shiva is the ultimate cause.' Having many heads, He is the multi-headed One, as the Vedic verse proclaims, 'The thousand-headed Purusha.' Because He supports all worlds, He is Babhru. Being the source of the entire universe, He is Vishvayoni. Whose pure names are worthy of being heard, He is Shuchishrava. For whom death does not exist, He is Amrita, in accordance with the Shruti, 'ageless and immortal.' He is eternal and firm, the everlasting support. Whose embrace is the highest refuge, He is Vararoha, because those who reach Him never return, as the Shruti confirms: 'They do not return again,' and the Smriti: 'Having attained which they do not come back.' Whose supreme austerity is knowledge itself, He is Mahatapa, as the scripture says, 'Where austerity consists of knowledge.'

At the time of dissolution, withdrawing creatures and causing them to cry, He is Rudra; or because He takes away or gives weeping, or because 'ru' is sorrow and the cause of sorrow, He drives it away, hence Rudra. He is called Rudra from weeping or driving away, according to the Linga Purana statement: 'The Lord drives away ru, which is sorrow or the cause of sorrow; therefore He is called Rudra, and Shiva is the supreme cause.' Having many heads, He is Bahushira, from the mantra text 'The thousand-headed Purusha'. Supporting the worlds, He is Babhru. Being the cause of the universe, He is Vishvayoni. Whose pure glories or names are worthy of being heard, He is Shuchishrava. For whom death does not exist, He is Amrita, from the Shruti 'ageless, immortal'. He is both eternal and stable, thus Shashvatasthanu. Whose lap is the supreme refuge, He is Vararoha, or because the ascension to Him has no return, from the Shruti 'they do not return again' and the Smriti 'having reached which they do not return'. Whose great austerity has creation as its object and is knowledge, He is Mahatapa, from 'where austerity is made of knowledge'.
