In plain words

Viṣṇu is Avijñātā, the transcendent reality beyond the empirical knower. Sahasrāṃśu, the thousand-rayed, is His primary name because the solar rays originate from Him, as scripture declares: 'By whom the sun shines, kindled by His light.' Vidhātā is He who firmly upholds the cosmic pillars, elephants, and all elemental supports of beings. Kṛtalakṣaṇa means one whose nature is eternal, self-manifest consciousness; or one who authored all sacred scriptures; or one who established the definitions distinguishing all things; or one whose chest bears the sacred Śrīvatsa mark.
