In plain words

When things go its way, it is happy; when they do not, it suffers. But pleasure and pain belong only to that ego - never to the Self, which is bliss itself, always.

It is happy when circumstances are favorable, unhappy when otherwise. Pleasure and pain are the properties of that [ego], not of the ever-blissful Self.
