। ॥ ११७ ॥
In plain words
Failing to grasp the truth at all, grasping it backwards, or merely toying with it as one possibility among many - these are the confusions this veil produces. Once it has hold of someone, it never lets go; and then the projecting power takes over, tormenting him without end.
Close to the Sanskrit
Non-apprehension, or contrary apprehension, [or] doubtful apprehension — these are the confusions of this [veiling power]. It certainly does not release one who is joined with it; the projecting power [then] torments [him] ceaselessly.
