In plain words
In a dream, where there are no actual external objects at all, the mind alone conjures up an entire universe -- an experiencer and everything that experiencer encounters -- purely by its own power. And waking life is no different. All of it, every bit of it, is simply the mind spreading itself out.
Close to the Sanskrit
In dream, which is devoid of real external objects, the mind alone, by its own power, creates the experiencer and the whole universe, everything. In just the same way, in waking too, there is no difference; all this is but the expansion of the mind.
