In plain words
The mind conjures up attachment to the body and everything connected to it, and with that very attachment, like a rope, it ties a person down the way you would tether an animal. But that same mind, once it has built up a real distaste for all of this -- the way you would recoil from poison -- later sets that very person free from bondage.
Close to the Sanskrit
Having constructed attachment toward all objects beginning with the body, that mind binds the person like an animal, with a rope of attachment. But having thoroughly produced distaste for this, like distaste for poison, afterward that very mind releases this person from bondage.
