In plain words
The mind-sheath cannot be the Self beyond all things. It arises and it ends, it changes without pause, its very nature is unrest, and it can be known as an object. But the one who sees is never found among the things that are seen.
Close to the Sanskrit
The mind-made sheath cannot indeed be the Supreme Self, because it has a beginning and an end, because of its changeable nature, because of its nature as suffering, for the reason of being an object of knowledge; for the seer is never seen as having the nature of the seen.
