In plain words

“These duties of my stage of life, these actions and qualities grounded in the body are mine” — the vijñāna-sheath clings to this continually. It shines so brightly because of its close proximity to the Supreme Self. It therefore becomes a limiting adjunct of that Self, which, mistaking this sheath for itself, wanders through saṃsāra in delusion.

Close to the Sanskrit

With constant identification, thinking 'mine,' in the duties, actions, and qualities grounded in the body etc. of one's stage of life — this vijñānakośa is exceedingly luminous owing to its intense proximity to the Supreme Self. Therefore this becomes an upādhi of this [Self], whereby the notion of self wanders in saṃsāra through delusion.
