। ॥ २४ ॥
In plain words
Dama is reining in every sense — both the ones that take in the world and the ones that act on it. And the highest form of uparati, true withdrawal, is simply this: no longer letting your attention lean out toward what's outside.
Close to the Sanskrit
The restraint of both kinds of sense-organs is declared by the wise to be dama. This non-attachment of the mind's function to the external is the highest uparati.
