। ॥ ३१४ ॥
In plain words
The latent tendency feeds the action, and the action in turn feeds the tendency - round and round it goes, each one strengthening the other, and this way saṃsāra never lets up for a person.
Close to the Sanskrit
From the growth of latent tendency, the effect [grows]; and from the growth of the effect, latent tendency [grows]. Thus it grows in every way for a person, and saṃsāra does not cease.
